A drip pan overflowing almost always means the condensate drain line is blocked, most commonly by algae or sludge buildup, rather than the AC producing too much water. Clearing the line, not just emptying the pan, is what actually fixes it.
Every AC unit produces condensate as a normal part of cooling humid air, and that water is supposed to drain away continuously through a small pipe rather than collecting anywhere. When the drip pan starts overflowing, the unit isn't making extra water — the exit path for the water it's always made has become restricted.
Algae, mould and general sludge build up inside condensate lines over time, especially in a humid climate, gradually narrowing the pipe until it can no longer keep pace with normal condensate production. This is the single most common cause of drip pan overflow and is usually fixable without needing to touch the refrigerant system at all.
A cracked or misaligned drip pan, a disconnected drain line, or in rarer cases a frozen evaporator coil that then thaws and dumps water all at once can also cause overflow. Frozen coil situations are usually accompanied by weak or no cooling beforehand, which is a useful clue for telling the two apart.

A basic clear with a wet-dry vacuum at the external drain outlet sometimes works for minor blockages, but a technician can clear the line properly and check for damage along the way.
It's not an immediate safety hazard, but continued water leakage can damage ceilings, walls and flooring, and standing water inside the unit encourages further mould growth.
